Rob Roy and Gerard Peters have led a group of homeless veterans to a closed forest service camp at Molson, WA. Rob has been detained and taken to D.C. to answer to the President on his intentions. While in D.C. the Supreme Court is blown up, with the Justices in session, with the approach to blame it on Rob and his followers to get them removed from the campsite. The President has asked X-CIA agent Gerard Peters to find out who is responsible. Gerard and his select group are constantly harassed and in conflict as they follow the only person, Mark Tinger, with the answers from D.C. to South America. Along the way Mark picks up a streetwise girl, Gabriella, to assist him in moving about South America. Mark stays one step ahead of Gerard at every turn and Gerard has to fend off a group that is trying to eliminate Mark before he can be captured and talk.
