phillip scott was born and raised in jackson,tennessee. He was educated in the madison county public school system with a year in derby england and a few months in texas and california thrown in. After graduating from south side high school in 1966, he attended lambuth college in jackson graduating with a b.s. in 1970 and then received a Masters in ed and adm in 1975 from memphis state university. phillip is now a retired teacher.
